How each drone decides

Separation. Steer away from any drone inside the separation distance, weighted by 1/d².
Alignment. Match the average velocity of neighbors inside the perception radius.
Cohesion. Steer toward the local center of mass of those same neighbors.
Avoidance. Signed-distance checks against cubes and spheres, with a look-ahead probe and a slide along the surface.

No drone sees the whole swarm. Each one reads only the neighbors a spatial hash returns for its own cell block. Order Φ is the length of the mean heading vector: 1.0 means every drone flies the same direction.
